The interface to the Russian Grammatical Dictionary Web Page supports (to the extent possible on the World Wide Web) a variety of character coding and other rendering standards, including modified Library of Congress, George Fowler's transliteration, ISO Cyrillic 1 SGML character entities, old KOI-8, Brjabrin's alternative encoding, CP 1251, PostScript, and GIF images. The design of the transliteration module for this system is described in our "Serving Non-Latin1 Web Documents in an Eight-Bit World".
Jan Labanowski's translit utility (converts among arbitrary encoding schemes).
